Elena TOADER is gastroenterologist and internal medicine physician, PhD in Medicine, associate professor of Bioethics Department “Gr.T.Popa” University of Medicine and Pharmacy Iasi.She graduated the Faculty of Law at “Al.I.Cuza” University Iasi and she followed postgraduate courses of Health Management. She is IRB member of the “Gr. T.Popa” University and editorial board member of Romanian Journal of Bioethics. Ms Toader is founder and president of Romanian Association of Medical Law (since 2014). Ms Toader’s research agenda is focused on clinical research. Her publications include several academic articles with ethical, social and medicine topics. Ms Toader’s is also member in many professional societies, within which she conducted activities recognized by each professional organisation. Her recent concerns are focused on the Ethic of Health Polices with research conducted at the Centre for Ethics and Health Policy. (see CV summary in Annex)

Vasile CEPOI is the president of the National Authority of Quality Management in Health. He began his medical career at CFR Hospital Iaşi (1981-1984); physician at medical services Deleni, Iaşi (1984-1990); internal medicine resident physician (1990-1994), specialist in Internal Medicine at Clinical Hospital “C.I. Parhon, Iași; (1999-2001); MD Internal Medicine Hospital “C.I. Parhon; since 2002, President of the House Health Insurance Iasi; Secretary of State Ministry of Health (2003 -2004); General Manager at National Health Insurance House (2005 – February 2008); Executive Manager of Public Health Direction Iasi (2009 -2012), State Secretary, Ministry of Health (February-May 2012), Minister of Health (May-October 2012); State Counselor of the Prime Minister (2012 – 2014), President of the National Commission of Accreditation of Hospitals (2014 – 2015). He is physician in internal medicine, specialist in geriatrics, specialist in nephrology; Doctor in Medical Sciences at the University of Medicine and Pharmacy “Gr Popa ” Iasi.

Diana BULGARU ILIESCU graduated the Faculty of Medicine, forensic discipline Habilitat Professor at Gr.T.Popa UMF Iasi. Forensic MD and Director of the Institute of Legal Medicine Iasi. She holds a PhD in Medical Sciences and has a Master in Bioethics. She is founding member of the Romanian Society of Bioethics and member of the Legal Medicine Society. Author and co-author of numerous articles published in scientific journals with impact, chapters and books in the field of forensics and bioethics. Asociated professor since 2005 of the Faculty of Law at ‚” Al.I. Cuza” University Iasi. Member of the team of implementing standards of training experts in the field of forensic psychiatry. Interest in scientific and research in the fields of domestic violence, social and legal status of the child, the rights of patients from custodial and the responsibility and legal liability of medical personnel.

Daniela DAMIR is forensic expert at the Institute of Forensic Medicine of Iasi, MD, Phd, Doctor of Medicine, Assistant Professor at “Grigore T. Popa” University of Medicine and Pharmacy, Iasi. I am a member in several professional partnerships ( Romanian Society of Bioethics , Romanaian Association of Medical Law) where I carried out activities recognized by each organization. I published a range of works (first author, co-author) in the field of bioethics, psychiatry, forensic medicine in prestigious magazines and publishing houses. At present, I develop my didactic and research activity within the Centre for Health Ethics and Policies of the University of Medicine and Pharmacy of Iasi.

Vladimir POROCH is certified physician practicing palliative care and coordinator of the Palliative Care Unit from the Regional Institute of Oncology Iasi. He is teaching “palliative care” course as lecturer at the Faculty of Medicine within “Gr. T. Popa” University of Medicine and Pharmacy of Iasi. He has strong connections with the field of bioethics and has conducted as director the project “Ethical Management System Model in the NE Region Health Care Institutions – A Support for the Improvement of the Quality of Services for Patients and of CoNAS Accreditation References” (2015-2016); has a post-doctoral graduation in the field of “Ethics of Health Policies” (2010-2013) and relevant publications in the field.

Gheorghita Gh. BALAN is alumnus of the Al. I. Cuza University of Iasi, and received a Bachelor of Laws (LL.B.) degree after graduation of the Faculty of Law. He completed his education with a Doctor of Medicine (M.D.) degree after graduating the Faculty of Medicine within the Grigore T. Popa University of Medicine and Pharmacy of Iasi. His graduate thesis in law concerned the field of Medical Crimes within the Romanian legal system, and his final dissertation in medicine covered the field of medical expertise on cases of malpractice and medical liability. To date, he is intern of gastroenterology and continued his postgraduate education as a PhD student in the field of medical responsibility in digestive endoscopy. He began also his academic career as teaching Assistant Lecturer of medical semiology and gastroenterology. He has published many papers and original studies in international peer-reviewed journals and has also published a book in malpractice and medical liability.
